Why does nothing happen?

When we have the largest bee die-off in 40 years, and we understand that bees are such an essential component of ecosystems that much of our agriculture would be paralyzed without them, and we have simple changes in farming methods that can alleviate a good portion of the problem without uprooting the whole system with some utopian view of a network of small organic farms, why do we go on day to day doing nothing, waiting for the guillotine to finally come down on the ecosystem that supports our agriculture? 

I don't have an answer to this question.  I just came across the two articles at the same time and thought I'd put it out there.
